Main content and commitments of Ukraine

According to Chapter 25, Title V “Economic and Sector Cooperation” of the Association Agreement between Ukraine and the EU (Articles 441-442), cooperation in this area should contribute to:

  • popularization of physical culture and sport, healthy lifestyle;
  • raising the level of national competence in the sports industry;
  • integration of people with mental and physical disabilities through sports;
  • sport protection from such threatening events as doping, contractual matches, racism and violence.

Expected results

  • popularization of physical culture and sport, healthy lifestyle;
  • increase of social activity of people with mental and physical disabilities through sports;
  • creating an effective system to combat such negative sports phenomena as doping, contractual matches, racism and violence.

The state of adaptation of Ukrainian legislation and cooperation with the EU

On December 21, 2015, Ukraine signed the Council of Europe Convention on the Manipulation of Sports Competitions. On November 16, 2016, the Verkhovna Rada of Ukraine ratified this Convention.

  • The National Anti-Doping Rules were imposed (Ministry of Young and Sport Order dated October 9, 2015, No. 3711), which were committed to all national sports federations.
  • On November 7-8, 2016, the European Committee for the World Anti-Doping Agency (SANAMA) and the The Monitoring Group of the Anti-Doping Convention (T-DO) met for the first time in Ukraine, in Kyiv. During the meetings the Agreement on cooperation between the National Anti-Doping Center of Ukraine and NADA Germany was signed.
  • New version of the Law of Ukraine "On Anti-Doping Control in Sport" (No. 1835-VIII of 07.02.2017) was adopted. The law introduces European principles for anti-doping management through the Anti-Doping Control Board, as well as defines the legal and organizational framework for preventing the using and spreading doping in sport.

On July 3, 2016, Ukraine signed the Council of Europe Convention on an integrated approach to security, protection and services during football matches and other sporting events. Measures are being taken to ratify it.
