What does the Parliamentary Association Committee do?
The Parliamentary Association Committee was established under Article 467 of the Association Agreement between Ukraine and the EU as a forum for members of the Verkhovna Rada of Ukraine and the European Parliament to hold meetings and exchange views.
- – The Parliamentary Association Committee may request information on the implementation of the Agreement from the Association Council.
- – The Parliamentary Association Committee should be informed about the decisions and recommendations of the Association Council.
- – The Parliamentary Association Committee may make recommendations to the Association Council.
How does the Parliamentary Association Committee work?
The meeting of the Parliamentary Association Committee is held twice a year alternately at the meetings of the Verkhovna Rada of Ukraine and the European Parliament. The Parliamentary Association Committee may also decide to hold a visiting session.
Not later than 7 calendar days before the next meeting of the Parliamentary Association Committee, a meeting of the Ukrainian Part is held, which can also be held by the decision of the Chairman of the Ukrainian Part or at the request of at least one third of people’s deputies of Ukraine (members of the Ukrainian Part). Representatives of state and local authorities, specialists of scientific and expert institutions and organizations may be invited to the meeting of the Ukrainian part.
During each meeting of the Ukrainian Part, the minutes which is the official document reflecting the process of discussio and confirming decision-making by the Ukrainian Part, is being drawn up.The minutes of the meeting is signed by the Chairman of the meeting and the Secretary of the Ukrainian Part.
The Chairman of the delegation of the European Parliament, Chairman of the delegation of the Verkhovna Rada of Ukraine (co-chair) and two Deputy heads of each delegation are included in the Bureau of the Parliamentary Association Committee. The Bureau may initiate recommendations to the Association Council and make decisions by a two-thirds majority of the members present. Recommendations shall be deemed adopted if they receive the support of a majority of the members of the delegation of the European Parliament and of the majority of the delegation of the Verkhovna Rada.
The co-chairs of the Parliamentary Association Committee form the agenda of the meetings, which is sent to the Members two weeks before the scheduled meeting. Meetings are held in public, except when the co-chairs decide otherwise.
According to Article 468 (4) of the Association Agreement, the Parliamentary Association Committee may establish subcommittees of the Parliamentary Association. The aim of the Parliamentary Association subcommittees is to deepen the parliamentary dialogue in certain areas of cooperation.
