With EU Support, the College of Europe Launches Second Session of Tailored Onsite Knowledge and Analytical Skills Programme for Ukrainian Public Administration Employees, Focusing on the Internal Market

The second edition of Tailored Onsite Knowledge and Analytical Skills Programme, which began on 5 August, is dedicated to the negotiation cluster “Internal Market”. Over the course of the next six weeks, participants will explore the economics of European integration — both from theoretical and practical perspectives. Special focus will also be given to the analysis of the four freedoms that form the foundation of the Single Market.
The following topics corresponding to specific negotiating chapters will be covered: Free Flow of Capital (Chapter 4) Financial Services (Ch. 9), Intellectual Property Law (Ch. 7). The need to deepen the last topic was indicated by almost half of the participants, professionalizing in this area.
Participants in the 2nd edition of the training underwent a selection process, in the form of individual interviews to determine their previous knowledge of Internal Market issues, their professional needs in this field, and their degree of involvement in the negotiation process with the European Union.
The participants of the current edition represent the following institutions: Secretariat of the Verkhovna Rada of Ukraine, National Securities and Stock Market Commission, National Bank of Ukraine, Ukrainian National Office for Intellectual Property and Innovations, Ministry of Economy of Ukraine, Government Office for Coordination of European and Euro-Atlantic Integration, Deposit Guarantee Fund.
In total, by January 2027, twelve training groups consisting of 8–9 participants each will be formed with the aim of training 100 Ukrainian public administration employees. All participants will be selected through an open competitive process. The programme combines theoretical and practical components through:
- Analytical and research work;
- A mentorship programme for the preparation of an analytical paper;
- Group and individual study visits for in-depth exploration of selected topics.
As a result of the training, Ukrainian public administration employees are expected to deepen their understanding of EU law and policy, the legislative approximation process, and to acquire the skills necessary for preparing for accession negotiations.
Through this innovative educational model, Ukrainian public administration employees will enhance their understanding of EU law and policy, contribute to legal harmonization efforts, and gain the skills necessary to prepare negotiation positions — all within a collaborative, European learning environment.
The programme is being implemented within the framework of the EU initiative “Natolin4Capacity Building, Phase II – Strengthening Ukraine’s Public Administration Capacity for European Integration”. Its objective is to support Ukraine’s European aspirations by equipping public administration employees with the knowledge and tools necessary for effectively managing the EU accession process and implementing key reforms.
The N4CB-II project is implemented by the College of Europe in Natolin in cooperation with Ukrainian partners — the High School of Public Governance, the Government Office for Coordination of European and Euro-Atlantic Integration, and the National Agency of Ukraine on Civil Service.
This project builds on the previous initiative — Natolin4Capacity Building (N4CB), which was implemented during 2020–2024.
Key Highlights of the Project:
- Tailored Onsite Knowledge and Analytical Skills Programme for 100 selected Ukrainian public administration employees at the College of Europe in Natolin;
- Training of Trainers module for 36 public administration employees, who are interested in sharing their experience and knowledge as course developers and trainers in European integration topics;
- 22 customized e-learning courses on European integration, including 5 newly developed ones, some of which will be made publicly accessible;
- Onsite intensive training sessions in Kyiv, reaching 90 participants;
- Expert-led webinars on key EU integration topics.
