Ukraine Completes Screening Sessions under Cluster 4

This week, Ukraine successfully completed the assessment of the alignment of its legislation with EU law under Cluster 4 “Green Agenda and Sustainable Connectivity” – the fifth out of six thematic clusters of the bilateral screening process with the European Commission.

Within the framework of the Cluster 4 screening, the Ukrainian delegation presented the country’s progress in areas including transport legislation, energy policy, trans-European networks, as well as environmental protection and climate – covering more than 200 legislative acts.

Meetings on the next and final cluster – “Resources, Agriculture and Cohesion Policy” – will begin in September 2025. This block covers areas such as agriculture, food security, and fisheries policy. Preparatory sessions of the Ukrainian negotiating team on these topics are already underway.

To date, Ukraine has prepared everything necessary for the opening of three negotiating clusters – “Fundamentals of the Accession Process,” “Internal Market,” and “External Relations” – and is awaiting the corresponding decision of the EU Council. Three roadmaps for transformations in the areas of rule of law, public administration reform, and the functioning of democratic institutions have been prepared and approved (the approval of two of them is a condition for the opening of membership negotiations with Ukraine under Cluster 1). In addition, negotiating positions have been adopted for the three respective clusters.

By the end of the year, Ukraine will complete the necessary steps to open all clusters. We count on the support of our partners for the next step in the negotiation process, which will bring our country closer to EU membership!
