Action Plan on Implementation of the Association Agreement

The Government Action Plan on implementation of the Association Agreement sets clear deadlines and responsibilities for the authorities to carry out specific tasks for the implementation of the Association Agreement.

The government-approved special Action Plan on Implementation of the Association Agreement, developed by the Government Office for the Coordination of European and Euro-Atlantic Integration together with the Ministry of Economic Development and other ministries, aims to improve the coordination and promotion of the European integration process.

The Action Plan is a large document of 1199 pages. It formulated 1943 tasks covering 27 areas. 106 Ukrainian authorities are responsible for the implementation of tasks. Each of these tasks corresponds to a separate article of the Agreement or implements certain rules of law (Acquis) of the European Union.

The largest titles of the Plan are those defining the tasks for the implementation of Title IV “Trade and trade-related matters” and corresponding to the launch of a full and comprehensive free trade area with the EU.

The Action Plan has to be the document that will increase the responsibility of the Executive branch for the implementation of the Association Agreement. Also, the Plan, with clear indicators, will make it easier for the Government and the public to monitor the process.

Action Plan for implementation of the State’s strategic course towards obtaining by Ukraine of the full membership in the European Union and in the North Atlantic Treaty Organisation

Decree  of the President of Ukraine No. 155/2019 European and Euro-Atlantic integration matters

In order to ensure the irreversibility of Ukraine’s European and Euro-Atlantic course, based on the third part of Article 102 of the Constitution of Ukraine, the following is hereby resolved:

1. The Action Plan for implementation of the State’s strategic course towards obtaining by Ukraine of the full membership in the European Union and in the North Atlantic Treaty Organisation (attached).

2. The Cabinet of Ministers of Ukraine shall ensure the following:

implementation, in cooperation with the relevant state authorities, of the Action Plan for implementation of the State’s strategic course toward obtaining by Ukraine of the full membership in the European Union and in the North Atlantic Treaty Organisation, as approved by this Decree, and informing, on a quarterly basis, the President of Ukraine of the status of its implementation;

reporting on the implementation of the aforementioned Action Plan within the prescribed time periods.

3. The secretary of the National Security and Defence Council of Ukraine shall: ensure the consideration at the meeting of the National Security and Defence Council of Ukraine in May 2019 of the issue of carrying out separate reviews within the comprehensive review of the security sector;

based on the outcome of the consultations with the representatives of NATO and the NATO member countries in the second half of 2019, submit to the President of Ukraine for consideration the Draft Laws of Ukraine on the protection of secret information and on intelligence.

4. This Decree shall enter into force on the day of its official publication.

ACTION PLAN for implementation of the State’s strategic course towards obtaining by Ukraine of the full membership in the European Union and in the North Atlantic Treaty Organisation

The Government approved by its order No. 83-р as of 30 January 2019 the Action Plan for 2019 on implementation of the Communication Strategy in the field of European Integration for 2018–2021, developed by the State Committee for television and radio broadcasting of Ukraine.

The main purpose of the Action Plan is to increase the level of support of Ukrainian citizens to the state policy in the field of European integration. With due consideration of this task, the Plan provides for a number of information campaigns in the context of European integration with the formation of awareness of citizens regarding business, educational and scientific preferences, support for the development of the cultural sphere.

The campaigns plan to produce information, audio-visual and printed materials and broadcast them on national and regional television and radio channels, on the Internet, in public places and in educational institutions.

Implementation of the Action Plan, according to experts, will help to create new formats of communication between representatives of the Central Executive authorities and the media, non-governmental structures on the progress in European integration.

The implementation of the Government order will be carried out at the expense and within the budget assignments provided by the State Committee for television and radio broadcasting in the State budget of Ukraine for 2019 under the budget program 1701390 “Implementation of measures on European and Euro-Atlantic integration in the information sphere”.

It is also expected to attract financial resources of domestic and international business structures and funds.
